Filling a vacant lot is not a purchase. It is a project with a purchase price, transport costs, permits, site work, installation, utility connections and inspections, often billed separately over several weeks.
The difficult part is not estimating one of those costs. It is knowing what the completed infill actually cost once the lot is occupied. That number is surprisingly hard to find when every invoice lands in a different place.
This article describes general industry practice, the federal model installation framework and the state and local considerations that may apply when a manufactured home is moved and installed again. It is not legal, engineering or accounting advice. Requirements vary by state and locality, and the applicable rules should be confirmed for the specific home and destination.
New Homes and Used Homes Follow Different Regulatory Paths
The first question is whether the home is being installed for the first time or moved after a previous installation.
HUD's Manufactured Home Installation Program applies to the initial installation following the home's first good-faith purchase for purposes other than resale, subject to the structure of the federal and state installation programs. Under 24 CFR § 3286.2(d)(3), the federal program does not apply after that initial installation, although state installation programs may regulate subsequent installations.
For operators acquiring used homes for infill, that distinction matters. The move may look like an installation project, but the legal framework is not necessarily the same as the one governing a newly sold home.
Why This Is the Infill Bottleneck
Every discussion of manufactured housing economics arrives at the same lever. Fill the vacant lots. Each occupied lot adds recurring rent without requiring the same level of incremental infrastructure investment as building a new property.
What those discussions skip is the middle.
Between deciding to fill a lot and collecting rent on it sits a physical process involving parties you do not employ, spread over weeks, generating invoices from vendors who bill at different times against a community rather than against a home.
That is why so few operators can state their cost per lot filled. The information exists. It arrives scattered, and nothing in the process naturally collects it.
Before You Buy the Home: Is the Lot Actually Ready?
The most expensive mistakes in infill happen before anyone calls a transporter.
A pad that has sat empty for six years is not necessarily a pad you can fill. Work through these first.

Dimensions:
Homes have got wider. A pad laid out for a 12-foot single-wide in 1974 may not take a modern double-wide, and setback requirements to neighbouring homes may have changed since. Measure rather than assume. -
Utility stubs:
Water, sewer, electrical and gas connections at the pad may have been capped, damaged, removed for scrap, or degraded past use. A visual inspection may not tell you whether those connections are still usable. Worth a plumber and an electrician looking before you commit, because discovering it on setting day means a crew standing around at your expense. -
Electrical capacity:
An older pedestal rated for a 1970s single-wide may not carry a modern home's service. Pedestal replacement is a real line item requiring a licensed electrician. -
Drainage and grade:
Water that pools on the pad will cause problems for the life of the home. Correcting grade before the home arrives costs a fraction of correcting it afterwards. -
Zoning and replacement restrictions:
Some ordinances restrict siting homes older than a stated age, or impose appearance standards drawn from site-built residential codes. Filling a lot with an older acquired home may not be permitted at all. Access:
Can a toter truck physically get to the pad? Interior roads, turning radii, overhead lines and tree canopy all matter. A home that cannot reach the lot is an expensive discovery.
Can the Home Legally Be Moved at All?
Not always. The home's age, condition, destination rules, route requirements and local siting restrictions can all affect whether a move is possible.
Pre-1976 homes. Homes built before the HUD Code took effect on 15 June 1976 can present additional regulatory, insurance and transport challenges. Whether a particular pre-1976 home can legally be moved or installed depends on the destination state's rules, local requirements and the condition of the home. Some movers may also decline to transport homes they consider structurally unsuitable for relocation.
Condition. A home has to survive the journey. Transport can create significant risks to structural components, plumbing, roofing and the home's running gear, with reported failure modes including cracked siding, separated roof seams, loosened plumbing joints and undercarriage damage from tyre failure. Transporters typically inspect structural integrity, roof condition and overall stability before quoting, and a home needing repair before it can travel is a cost you had not planned.
A home that looks cheap several states away can stop looking cheap once transport, permits, escorts and transit risk are added.
Transport: Permits, Escorts and Route
A manufactured home on the road is an oversize load, and the framework here is state transport law rather than housing law.

Width affects almost everything:
Width is one of the main factors driving permits, routing and escort requirements, but the rules are set jurisdiction by jurisdiction. Industry permit guidance commonly treats wider manufactured-home loads as subject to progressively tighter route and escort requirements. Oversize.io notes that typical production manufactured and modular homes run around 12 feet wide, which makes them a permittable non-divisible load with limited travel restrictions, and that loads beyond 16 feet are likely to face tight restrictions on travel times and permitted roads, with multiple escorts and possibly police escorts. Permits are per jurisdiction:
A move crossing state lines may require oversize permits from each jurisdiction responsible for the route, with additional local requirements possible depending on the roads used. Fee structures vary considerably, and some states price manufactured homes separately from other oversize loads. Oversize.io reports Tennessee's fees for mobile and manufactured homes as $20 for widths up to 14 feet, $30 for over 14 up to 16 feet, and $30 plus $5 per additional foot beyond 16, while Virginia charges a flat $1.00 for mobile and manufactured homes against 30 cents per mile for other oversize and overweight conditions, with repetitive annual permits available. -
Escorts:
Pilot cars are commonly required on highways, sometimes front and rear. Commercial escort providers and moving guides publish widely varying per-mile and minimum charges, so escort costs should be quoted for the specific route rather than budgeted from a national average. -
Lead time:
Published guidance from movers and permit services reports processing times ranging from a few weeks to substantially longer for complex or multi-state routes. Confirm the actual timeline before committing to a delivery or resident move-in date. Specialist transport availability can also constrain scheduling, so obtain carrier availability before fixing an installation date. -
Route, not distance:
Low bridges, narrow roads, tight turns and unpaved access all force detours. You pay for miles driven, not miles as the crow flies. Route survey approval may be required.
How Much Does It Cost to Move and Install a Manufactured Home?
There is no reliable national price, because published estimates cover different scopes of work. Transport alone, permits, escorts, site preparation, foundation work, utility connections and final setup may all be priced separately.

The practical risk is treating a transport-only quote as the cost of the completed infill. AllMovers observes that transport-only quotes commonly start at $1,000 to $3,500 but rarely reflect the final bill once permits, escorts, utility disconnection and setup are added.
Get three quotes, and require each to itemise transport, permits, escorts, disconnection at origin, and setup at destination separately. A quote that does not break those out is not comparable to one that does.
Getting to a Real Cost Per Lot Filled
This is the number that actually matters, and it is why the scattered-invoice problem is worth solving.
The additional net operating income generated by an occupied lot can be used to estimate the value created, depending on the property's valuation assumptions and cap rate. Comparing that value with the fully collected cost of filling the lot gives you a return measure you can use alongside other capital decisions, such as road resurfacing or submetering.
The reason it is rarely known: home purchase, transport, permits, escorts, site preparation, foundation, anchoring, utility connections, skirting, steps and inspection all belong to one home, arriving from a dozen vendors over several weeks, typically posted to a community-level expense account.
If the relevant costs are tracked against the individual home as invoices arrive, the operator can calculate a reliable cost per lot filled. Which Installation Rules Apply to You?
24 CFR Part 3285 sets HUD's Model Manufactured Home Installation Standards, covering pre-installation, site preparation, foundations, anchorage, utility systems and close-up. Part 3286 establishes the Manufactured Home Installation Program that administers them. HUD administers the federal installation program in states that do not operate a qualifying state installation program. Where a state has a qualifying program accepted under HUD's rules, the state administers its own program in lieu of the HUD-administered program.
For a first installation, that framework governs.
For a used home, § 3286.2(d)(3) applies and the federal installation program does not reach the subsequent installation. The requirements that do apply may come from state law, a state installation program, local authorities and other applicable requirements.
Two further exclusions worth knowing: Part 3286 does not apply to structures a manufacturer certifies as excluded under § 3282.12, nor to homes installed on Indian reservations.
The practical implication: for most infill involving used homes, confirm the applicable state and local requirements before assuming that Part 3285 defines your legal obligation.
Part 3285 as a Reference Point, Not Automatically the Governing Rule
For a used manufactured home being installed again, the applicable legal requirements may come from the state's installation program, other state law, or local requirements. Part 3285 is still useful because it sets out HUD's model installation framework and provides context for the manufacturer's installation instructions. It should not, however, be treated as automatically replacing the rules that apply in the destination state.
With that qualification, the sections below walk through what the model standard covers, because it remains the clearest single description of what a competent installation involves.
Manufacturer's instructions
Before anything is set, you need the manufacturer's installation instructions for that particular home.
Part 3285 requires those instructions to ensure each home will be supported and anchored in a manner capable of meeting or exceeding the design loads required by the construction and safety standards. A professional engineer or registered architect must prepare and certify that the instructions meet or exceed the Model Installation Standards.
A crew that sets homes the way it always sets homes is following habit, not the standard. Where a variation from the manufacturer's instructions is needed, § 3285.2(c) requires review by the manufacturer and approval by its design approval primary inspection agency.
Part 3285 remains a useful reference for understanding the federal model installation framework, while the manufacturer's installation instructions remain specific to the home being installed.
Site preparation and foundations
Soil conditions, drainage and grading determine what foundation the home can sit on. A pad that drains poorly, or sits on soil with inadequate bearing capacity, produces a home that will not stay level. That shows up as doors that stick, then cracked drywall, then a re-levelling bill and an unhappy resident. Correcting grade and drainage before the home arrives is cheap. Correcting it after is a re-set.
The model standards address soil conditions, bearing capacity, drainage and frost protection, including requirements that conventional footings sit below the frost line unless an insulated foundation or monolithic slab is used, and that a monolithic slab above the frost line be designed by a registered professional engineer or registered architect. The practical issue for an operator is not designing the foundation personally. It is confirming before the home arrives that the existing pad and support system are suitable for the specific home, site conditions and applicable requirements.
Flood hazard areas deserve separate attention. Requirements tighten considerably. Foundations, anchorings and support systems must resist loads associated with design flood and wind events, or combined wind and flood events, and homes must be installed on foundation supports designed and anchored to prevent floatation, collapse or lateral movement. Appliances installed on site in flood hazard areas must be anchored and elevated to or above the elevation of the lowest floor of the home, with appliance air inlets and exhausts located at or above that elevation.
If any of your communities sit in a flood zone, that is worth discussing with your installer before the next home arrives rather than during.
What Determines How a Manufactured Home Must Be Anchored?
The home's design loads. Section 3285.401 provides that after blocking and levelling, the home must be secured against the wind using anchor assembly type installations or by connection to an alternative foundation system, with instructions and design for anchor type assemblies prepared by a registered professional engineer or registered architect. All anchoring and foundation systems must be capable of meeting the loads the home was designed to withstand, as shown on the home's data plate.
The data plate establishes the design loads the anchoring and foundation system must meet, while the manufacturer's installation instructions set out how that particular home is to be installed. Together they define what the setting crew has to achieve.
There is a narrow exception running one direction only: homes installed in less restrictive roof load and wind zone areas may have systems meeting the lower design load provisions, if that design is either in the installation instructions or prepared by a professional.
The installation has to account for both the home's design loads and the conditions at the destination site. A mismatch should be resolved before installation, not treated as something the setting crew can correct informally.
Photograph the data plate before the home leaves the seller's site. It is the reference point for anchoring, insurance, financing eligibility and any future sale, and it is a small label that goes missing.
Utility Connections
The stage most underestimated in budgeting, because it is several jobs rather than one.
Ductwork. Crossover ducts on multi-section homes connect the halves. Poorly supported or damaged crossover duct is a common post-set defect, showing up as rooms that never heat properly and an energy bill the resident complains about.
Plumbing. Water supply connection, drain and waste connection to the sewer or septic lateral, and testing. Where a stub at an old pad is capped or degraded, this is where it reveals itself.
Fuel supply. Where the home uses gas, connection and pressure testing by a qualified fitter.
Electrical. Service connection, bonding and grounding, and testing. If the pedestal needs replacing, this becomes a substantial line item on its own.
These scopes may involve different contractors, different visits and different inspections depending on the jurisdiction and the work required. Sequencing them badly is how a straightforward set becomes three weeks of return visits. Keeping connection records and ongoing service history against the homesite rather than in a contractor's files makes later maintenance considerably easier to trace, which is the case for holding utility and asset data with the rest of the property record.
Close-Up and Skirting
Exterior and interior close-up covers marrying the sections on a multi-section home, sealing roof and floor seams watertight, and completing interior joins.
Skirting sits here, and Part 3285 defines it precisely: weather-resistant material used to enclose the perimeter under the living area of the home, from the bottom of the home to grade. Under the model standards it is treated as part of the installation and close-up requirements rather than simply as a cosmetic feature.
Skirting condition can also become a recurring community rules enforcement issue later. Setting it properly at installation reduces the number of violation notices you write in year three.
Inspection and Occupancy
Required inspections and approvals depend on the jurisdiction and installation program. Where a certificate, inspection approval or other occupancy sign-off is required, the home should not be treated as ready for occupancy until those requirements are satisfied.

Every one of those is a return visit by a trade, which is both cost and calendar. Build a punch-list walk into your process before calling the inspector.
Removing a Home
The reverse process, with its own costs that operators routinely forget when disposing of a park-owned home or dealing with an abandonment.
Disconnection of all utility systems by qualified trades. Removal of skirting, steps and decking. Detaching from anchors and the foundation system. Fitting axles, wheels and hitch where these were removed at installation, which on an older home may mean sourcing them. Transport permits again.
Then the pad. A lot that has had a home removed is not automatically ready for the next one. The old foundation or piers may need clearing, utility stubs capping properly, and the grade making good.
For an older home in poor condition, removal and disposal costs can exceed what the home is worth. That is why several state abandonment statutes provide expressly for destruction where the value is so low that a sale would cost more than the home is worth.
What to Track Per Home
Eight items, and they follow the home for its whole life on your lot.
The data plate. Photographed. Wind zone, roof load zone, manufacturer, model, date of manufacture.
The serial number or VIN, which identifies the home for titling, insurance and any future sale.
The manufacturer's installation instructions used for this home, plus any approved variation.
Transport documentation, including permits, route and carrier.
Permits and inspection approvals from whichever authority issued them.
Who did the work. Transporter, installer, electrician, plumber, gas fitter. Two years later when something has settled, you will want to know who set it.
Utility connection records, including what was replaced at the pad.
The accumulated cost, itemised, from purchase price through to the final invoice.
None of this is onerous at the time. All of it is nearly impossible to reconstruct afterwards.
Conclusion
Manufactured home infill looks simple from the rent roll. Find a vacant lot, acquire a home, move it in and collect rent.
The work in between is where the economics change.
The lot has to be capable of taking the home. The home has to be legally movable and suitable for the destination. Transport has to clear the route. Installation has to follow the applicable rules, the home's design loads and the manufacturer's instructions, and for a used home those rules may come primarily from state and local requirements rather than the federal installation program. Utilities, inspections and close-up all have to happen in sequence.
And every invoice needs to end up attached to the same decision.
