Property management software for the UAE, built on NetSuite
RIOO is a property management system built natively on Oracle NetSuite. For UAE landlords, master developers, owners association managers and commercial owners, it runs tenancy contracts, Ejari or Tawtheeq records, post-dated cheques, maintenance and property accounting on the same records as the NetSuite general ledger, with VAT handled by NetSuite.

Who is RIOO for in the UAE?
RIOO suits UAE organisations that use NetSuite as their finance system: developers that retain and lease assets, family-office and institutional landlords, owners association and community managers, build-to-rent and staff accommodation operators, and owners of offices, retail and warehouses. Groups with assets across the GCC, or in the UAE alongside Europe or Asia, benefit most from consolidating in one NetSuite account.
RIOO's largest installed base is in North America (180k+ units across the US & Canada, as published on riooapp.com). UAE deployments use the same platform with AED, VAT and local workflow configuration. ConfirmUAE customer references and Arabic-language support
Capabilities
What makes UAE property management different?
UAE property management differs because it combines emirate-level registration systems, cheque-based rent collection and newer tax obligations. Tenancies are registered with Ejari in Dubai or Tawtheeq in Abu Dhabi, rent is often paid by several post-dated cheques a year, and VAT, corporate tax and e-invoicing all touch tenancy billing:
Useful background from our blog: Ejari registration in Dubai, Tawtheeq vs Ejari, rent increase laws in Dubai, PDC rent collection on NetSuite and UAE e-invoicing for real estate.
Rent is often paid by several post-dated cheques (PDCs) per year.
Rent increases in Dubai are referenced to the RERA rental index and the Smart Rental Index.
Jointly owned properties are governed by owners associations, with service charges tracked through Mollak in Dubai.
VAT at 5% generally applies to commercial leases, while residential leases are generally exempt (the first supply of new residential property can be zero-rated).
Corporate tax and a national e-invoicing programme add reporting requirements. Confirme-invoicing timelines at publication
Why does NetSuite-native matter in the UAE?
NetSuite-native matters in the UAE because VAT, corporate tax and e-invoicing all depend on transaction-level data. When tenancy invoices, cheque receipts and contractor bills are NetSuite transactions, tax codes, audit trails and consolidation cover operations directly, instead of relying on summaries imported from a separate property system each month.
UAE finance teams are absorbing corporate tax and e-invoicing on top of VAT. When tenancy invoices, PDC receipts and contractor bills are NetSuite transactions, tax data is transaction-level, audit trails cover operations, and e-invoicing applies to rent invoices the same way it applies to every other invoice. Groups operating in several emirates or GCC countries consolidate in NetSuite OneWorld with AED as the local currency.

How do UAE rent collection and VAT look on one lease?
On one UAE lease, rent and service charges carry 5% VAT on commercial property, rent is collected through several post-dated cheques, and the deposit sits outside VAT as a liability. The office lease below shows how billing, VAT and collection fit together.
Each PDC is recorded on receipt, tracked to its date, and applied to the invoice when it clears. If a cheque bounces, the reversal and any fees post to the same tenant ledger.
| Item | Amount (AED) | VAT | Collection |
|---|---|---|---|
| Annual rent | 480,000 | 5% = 24,000 | 4 PDCs of 126,000 |
| Service charge | 36,000 | 5% = 1,800 | Quarterly invoice |
| Security deposit | 24,000 | Outside scope | Held, liability account |
| Ejari or Tawtheeq fee | As charged | As applicable | One-off |

Which rules govern UAE tenancies?
UAE tenancy law is set by each emirate. In Dubai, Law No. 26 of 2007 and its amendments govern landlord and tenant relations, leases are registered through Ejari, and rent increases follow the RERA rental index. Abu Dhabi registers tenancies through Tawtheeq. Other emirates have their own registration and dispute processes.
These are summaries, not legal advice. Confirm current rules with counsel.
| Topic | Dubai | Abu Dhabi |
|---|---|---|
| Tenancy registration | Ejari | Tawtheeq |
| Rent increases | Linked to the RERA rental index | Set by emirate rules |
| Notice for non-renewal or changes | 90 days before expiry | Per emirate law and contract |
| Disputes | Rental Disputes Centre | Abu Dhabi rental disputes committee |
How does rent payment work in the UAE?
Many UAE leases are paid annually in one to twelve cheques, often post-dated, alongside growing use of bank transfer, direct debit and card payments. RIOO schedules each instalment on the lease, records cheques with their dates and status, and posts receipts in AED against the tenant's NetSuite balance. Confirmcheque management features
How is VAT applied to UAE property?
Residential leases are generally exempt from VAT, with the first supply of new residential property zero-rated. Commercial leases are standard-rated at 5%. RIOO applies NetSuite tax codes per property and charge, so mixed-use towers invoice correctly and VAT returns are prepared from NetSuite.
Use cases
Which UAE portfolios fit RIOO?
RIOO fits UAE organisations that own or operate property at scale and run, or plan to run, NetSuite. Typical examples are master developers, institutional landlords, commercial and retail owners, staff accommodation operators and diversified groups that manage property alongside other businesses in the same NetSuite account.
Master developers
Communities with residential, retail and service charges across many plots.
Institutional landlords
Residential towers and staff accommodation owned by funds and family offices.
Commercial and retail owners
Offices and malls with base rent, service charges and percentage rent.
Staff and labour accommodation
Bed-based leasing to employers, with corporate billing.
Mixed groups
Holding companies that run property alongside other NetSuite businesses.
Checklist
UAE setup checklist
- Map each owning entity to a NetSuite subsidiary with AED base currency.
- Configure VAT codes for residential, commercial and zero-rated supplies.
- Record Ejari or Tawtheeq registration numbers on existing leases.
- Load cheque schedules and statuses for active tenancies.
- Set renewal notice dates 90 days before expiry where Dubai rules apply.
- Choose payment gateways and bank accounts for receipts.
How do service charges work in UAE communities?
Service charges for common areas in jointly owned property are set through RERA-approved budgets in Dubai. For landlords that lease whole buildings, service costs are often built into rent. RIOO records service charge budgets and billings per unit or lease where they are charged separately.
Who is RIOO NOT for in the UAE?
RIOO is not for UAE organisations that do not run NetSuite. It is not a brokerage CRM for real estate agents, it does not replace the Ejari or Tawtheeq registration portals, and it is not designed for owners association management where Mollak integration is mandatory and required from day one. Fit
Who is RIOO for, and who is it not for?
RIOO is a property management system built natively on Oracle NetSuite, so the best fit depends mostly on your finance system and the shape of your portfolio. It suits professional operators who want leasing, operations and accounting in one NetSuite ledger, and it is not designed for teams without NetSuite or for very small landlords.
RIOO is a strong fit if
- You run Oracle NetSuite, or are moving to it, as your finance system. RIOO runs inside NetSuite.
- You manage residential, commercial or mixed portfolios across several entities or currencies.
- Finance wants property activity on the general ledger as it happens, with no imports or sync jobs.
RIOO is probably not the right fit if
- You do not use NetSuite and do not plan to. RIOO runs inside a NetSuite account.
- You are an individual landlord or a very small portfolio looking for a low-cost, self-serve app with no ERP. Confirmthreshold
- You need short-term or vacation-rental channel management. Confirmshort-term rental scope
- You are looking for equipment or asset-rental software. RIOO manages real estate, not equipment rentals.

For UAE landlords, master developers, owners association managers and commercial owners, it runs tenancy contracts, Ejari or Tawtheeq records, post-dated cheques, maintenance and property accounting on the same records as the NetSuite general ledger, with VAT handled by NetSuite.
Does RIOO integrate with Ejari or Tawtheeq?
RIOO records the Ejari or Tawtheeq registration number, registration and expiry dates, and supporting documents on each tenancy, and opens renewal tasks before registrations lapse. Direct API integration with Ejari or Tawtheeq is not claimed; registration itself happens through the official Dubai and Abu Dhabi channels, with the reference then stored in RIOO. Confirm
Can RIOO manage post-dated cheques?
Yes. RIOO can record each post-dated cheque against the tenancy instalment it pays, with bank, cheque number, amount and due date. Cheques are tracked through deposit and clearance, applied to the tenant ledger when they clear, and bounced cheques are reversed on the same ledger with follow-up tasks. ConfirmPDC feature depth
How does RIOO handle UAE VAT on rent?
VAT is calculated by NetSuite from the tax code on each charge: 5% on commercial rent and service charges, and exempt for most residential leases after the first supply. VAT returns draw on the same tenancy invoices, so output tax reconciles to the rent roll. Confirm treatment of each charge with your tax adviser.
Is RIOO ready for UAE e-invoicing?
RIOO invoices are standard NetSuite invoices, so they follow whichever e-invoicing route your NetSuite account uses under the UAE programme, rather than a separate property billing engine. Confirm your accredited service provider, the go-live phase that applies to your entities, and NetSuite's supported connector before relying on RIOO invoices for e-invoicing. Confirm
Can RIOO manage owners association service charges?
Yes. RIOO supports service-charge budgets, owner demands, owner ledgers, collections and contractor management for jointly owned communities, with costs posted by building in NetSuite. Integration with Dubai's Mollak system is not claimed, so review reporting and approval requirements with your RERA-registered association manager before relying on RIOO for statutory submissions. Confirm
Does RIOO support Arabic?
Arabic support should be confirmed for both RIOO users and tenant-facing documents before rollout. NetSuite supports multiple languages for users, and tenant notices, invoices and contracts can be prepared from templates, but the extent of Arabic in RIOO screens, portals and right-to-left documents needs checking for your use. ConfirmArabic UI and documents
Does RIOO integrate with Ejari?
Not directly. Each lease stores its Ejari registration number, dates and certificate, and renewal tasks remind the team to re-register before expiry. Registration itself is completed through the Ejari process with the Dubai Land Department or an authorised typing centre, after which the reference is recorded in RIOO. ConfirmEjari integration
Can RIOO handle bounced cheques?
Yes. A returned cheque is recorded against the instalment it was meant to pay, which reverses the receipt in NetSuite and reopens the balance on the tenant ledger. RIOO then triggers follow-up tasks for the property team and applies any bounced-cheque charge your lease and UAE practice allow.
Can UAE entities consolidate with other regions?
Yes. NetSuite OneWorld consolidates AED subsidiaries with entities in other currencies, translating balances at period rates and eliminating intercompany transactions. A UAE property company can therefore report on its own books in dirhams while a group in Singapore, the UK or the US sees consolidated results in its reporting currency.
Does RIOO support Arabic documents?
Tenant-facing templates such as tenancy contracts, notices and statements can be prepared in Arabic and English where required, so bilingual documents come from the same lease data. Check how Arabic text, right-to-left layout and fonts render in your chosen templates and portal before go-live. ConfirmArabic language support
Can RIOO handle security deposits under UAE practice?
Yes. Security deposits are recorded as liabilities by lease, not income, and are applied against damage or unpaid rent or refunded at the end of the tenancy. Holding deposits in their own NetSuite account lets finance reconcile deposits held to active tenancies, whether paid by cheque, transfer or bank guarantee.
