Netsuite · Budgets & Forecasting

Plan by property. See variance as it happens.

Budgets and forecasts by property, building and unit, with actual-versus-plan comparisons drawn from live postings. Forecasts can factor in what you already know is coming: lease events and scheduled maintenance.

Budgets that only meet actuals at month-end

Property budgets are usually built once a year in spreadsheets, then compared to actuals once a month, after close. Variance shows up weeks late, when it's too late to act. And forecasts rarely reflect what operations already knows: which leases expire, which renewals are likely and which boiler is due for replacement.

How RIOO helps

Budget at the right level. Property, building and unit budgets that match how you operate.

Actual versus plan, live. Because transactions post as they happen, variance is visible during the month.

Forecasts that know the future. Forecasting can incorporate scheduled maintenance, upcoming lease events and historical patterns to reflect real commitments.

Overspend caught early. Approval workflows and budget tracking flag overruns at approval, before posting.

Year-over-year from day one. Historical financial data migrated at implementation supports trend comparison immediately.

How it works

How does budgets & forecasting work in RIOO?

Budgets & forecasting in RIOO runs inside Oracle NetSuite. The properties, units, leases, tenants and vendors it uses are native NetSuite records, so each step updates the same data finance reports on. There is no separate system to sync, and every action keeps an audit trail. The steps below show how the work flows.

What can RIOO do for budgets & forecasting?

RIOO handles budgets & forecasting with capabilities built on NetSuite records rather than a separate database. Each capability below works with the same properties, leases, tenants and ledger, so operations and finance see one version of the data. Capabilities are configured to your policies during implementation, without custom code for routine changes.

Budgeting practices that work in property

A few approaches consistently produce more useful property budgets:

Build income from the rent roll. Start with in-place leases, scheduled escalations and expiries, then layer assumptions for renewals, vacancy and new leasing. That's far more defensible than last year plus a percentage.

Separate controllable from non-controllable costs. Property taxes and insurance behave differently from repairs and contracts. Budgeting and reporting them separately makes variance easier to act on.

Plan maintenance by asset. Use service history and lifecycle data to forecast repairs and replacements rather than a single maintenance line.

Reforecast on events, not just quarters. A large tenant's notice, a major repair or an acquisition should trigger a reforecast, not wait for the calendar.

Agree the level of detail. Unit-level budgets suit some portfolios, while property-level budgets suit others. Choose the level you'll actually review.

Variance that tells a story

A budget variance is only useful when you can explain it. Because RIOO's actuals carry property, category and source context, a variance can be traced to the specific invoices, vacancies or concessions behind it, turning "we're over on repairs" into "two boiler failures at building C."

Forecast drivers RIOO already knows about

Most property forecasts are built from history plus a percentage. RIOO can start from events already scheduled in the system, which makes the forecast more honest.

Lease expiries and renewals

Known end dates and renewal offers show where income is at risk and when.

Scheduled rent escalations

Fixed and CPI-linked increases on commercial and residential leases flow into expected income.

Planned maintenance

Preventive schedules and booked capital works give a forward view of committed spend.

Vacancy and lease-up

Current vacancies and pipeline stages inform occupancy assumptions by unit type.

Recoverable expenses

CAM and service charge pools show what will be billed back to tenants and what stays with the owner.

Budget terms, defined

Budget versus actual. The comparison of planned and posted amounts for the same account, property and period. In RIOO both sit in NetSuite, so the comparison is a report, not a reconciliation.

Reforecast. An updated projection for the rest of the year, saved as a separate version so the original budget stays intact for accountability.

Controllable expense. A cost a site team can influence, such as repairs, cleaning or contract services, as opposed to fixed costs like insurance and property tax.

Recoverable expense. A cost billed back to tenants through CAM or service charges. Budgeting it separately keeps tenant estimates and owner NOI consistent.

Mapped to NetSuite

How budget lines map to NetSuite records

Because RIOO runs inside NetSuite, every budget dimension is a native NetSuite field. There is no export, no import template and no reconciliation between a property tool and the ledger.

Use cases

Who uses property budgets, and what each person needs

A property budget serves several readers at once. RIOO keeps one budget in NetSuite and gives each of them the cut they need.

02

Controllers

Budget lines that sit on the same accounts, subsidiaries, classes and departments as actuals, so variance reports need no mapping and no spreadsheet bridge.

03

Property and community managers

Controllable expense lines for their buildings, such as repairs, cleaning and contracts, with commitments visible before the invoice lands.

04

Facility teams

Planned maintenance and capital projects budgeted by asset, so the preventive schedule and the budget tell the same story.

05

Leasing teams

Occupancy, rent and concession assumptions by unit type, so lease-up performance shows up in the forecast instead of a separate tracker.

Budgeting by portfolio type

MultifamilyCommercialStudentHOAIndustrialMixed-use

Multifamily and student housing

Budgets lean on occupancy, turnover cost and concessions. Track make-ready spend per turn, renewal conversion and bad debt by building, and reforecast after the leasing season rather than at year-end. In student housing, budget by bed and by academic year, not calendar month.

Office, retail and industrial

Commercial budgets depend on lease events: expiries, rent reviews, free-rent periods and recoveries. Model recoverable and non-recoverable expenses separately so the CAM or service charge estimate and the owner's NOI both come from the same numbers.

Mixed-use and multi-entity portfolios

Each component often sits in a different subsidiary or fund. Budget at the entity level, roll up through OneWorld, and use shared-cost allocations for common areas so each owner's statement carries its fair share.

What changes

What changes when budgets & forecasting runs on NetSuite?

When budgets & forecasting runs on NetSuite through RIOO, operational work and accounting stop being two separate jobs. Transactions post to the general ledger as they happen, reports use the same records as daily work, and controls come from NetSuite roles and approvals. The changes below are the ones teams usually notice first.

  • Separate timing differences from true overspends before escalating.
  • Check open purchase orders and unapproved bills so commitments are not missed.
  • Review recoverable expense variances against tenant estimates.
  • Note one-off items such as insurance claims or emergency repairs with a short comment.
  • Update the reforecast where a variance will persist for the rest of the year.

FAQ

Budgets & forecasting FAQs

Still curious? Ask the team.

Can budgets be set by unit?

Yes. Budgets in RIOO can be set by property, building and unit, as well as by account and period, using NetSuite segments. That lets a manager budget a unit renovation or a specific commercial suite, then see budget versus actual at whichever level they manage, rolling up to the portfolio.

Do forecasts include upcoming lease events?

Yes. Forecasts in RIOO can incorporate upcoming lease events, such as expiries, renewals, escalations and rent reviews, plus scheduled preventive maintenance. Because those are NetSuite records, a reforecast starts from contractually known income and planned work rather than from last year's figures plus a percentage.

Is overspend flagged before an invoice is posted?

Yes. Approval workflows in RIOO can flag a budget overrun at the purchase order or work order approval stage, before the vendor invoice is posted. The approver sees the remaining budget for the property and account, and can approve, reject or escalate, so overspend is a decision rather than a surprise.

Can we import last year's numbers?

Yes. Historical actuals and prior budgets can be imported into NetSuite during RIOO implementation, mapped to properties, accounts and periods. That gives managers a baseline for this year's budget and lets reports compare current performance with previous years from the first month after go-live.

Can RIOO hold more than one budget version?

Yes. NetSuite budget categories let RIOO hold the original budget, quarterly reforecasts and alternative scenarios side by side. Reports can compare actuals against any version, so asset managers see both the plan approved by investors and the latest outlook without overwriting either.

Do budgets work across several subsidiaries?

Yes. Budgets are entered by subsidiary and roll up through NetSuite OneWorld, so consolidated budget-versus-actual reporting needs no manual combination. Each property entity keeps its own budget in its own currency, and group reports translate and combine them alongside actuals.

Can property managers see only their own buildings?

Yes. NetSuite roles and segment restrictions limit each property manager to the buildings they manage, including their budgets, actuals and variance reports, while finance and asset managers see the full portfolio. The same restrictions apply to approvals, so managers approve spend only for their own properties.

How do forecasts use lease data?

Forecasts use lease data directly. Lease end dates, renewal status and scheduled escalations are NetSuite records in RIOO, so a reforecast can start from what is contractually known, such as rent steps and expiring leases, rather than from last year plus a percentage. Assumptions are then added for vacancies and new leasing.

Can we budget capital projects separately from operating expenses?

Yes. Capital works sit on fixed asset or project records with their own accounts and budgets, separate from operating expenses. Capex therefore never distorts the operating variance that property managers are measured on, while asset managers still track project budgets, commitments and spend in the same NetSuite account.

Catch variance while you can still do something about it.
