Why procure to pay matters in property
Property portfolios spend heavily with vendors: turn crews, contractors, landscapers, security, elevator and HVAC service, and supplies. That spend is spread across many properties, approvers and budgets. Without a controlled process, duplicate payments, unauthorized spend and miscoded costs are inevitable. Procure to pay brings it under one trail, inside the same system that holds the books.
What is procure to pay in property management?
Procure to pay in property management is the full cycle from requesting goods or services for a property to paying the vendor and recording the cost. It covers requisitions, purchase orders, receipts, vendor invoices, approvals and payments, and in RIOO each step is a NetSuite transaction coded to the right property, unit and budget line.
The cycle matters because property spend is spread across many sites and many hands. A roof repair, a landscaping contract and a box of light bulbs all follow the same path, so finance can see committed and actual spend by property before the month closes.
How it works
The steps
- 01
Requisition
A need is raised, often from a work order or planned project.
- 02
Purchase order
A PO is created against the property, vendor and expense category, and linked to the work order where relevant.
- 03
Approval
The PO routes by amount, property or category, with backups for absent approvers.
Workflows & customization → - 04
Receipt
Goods received or work completed is recorded.
- 05
Invoice
The vendor bill is captured and validated, with automated capture available depending on your setup. Confirminvoice OCR availability
- 06
Three-way match
PO, receipt and invoice must agree. Mismatches go to an exceptions queue.
- 07
Duplicate check
Duplicate invoices are flagged before approval.
- 08
Payment run
Approved bills are paid on schedule, honoring each vendor's terms.
- 09
Posting
The cost posts to the property and expense category in NetSuite.
How does each procure-to-pay step work in RIOO?
Each procure-to-pay step in RIOO creates or updates a NetSuite record, so the trail from request to payment is complete and auditable. The table shows what happens at each step, who usually owns it and which record it produces, which is the basis for budget checks and three-way matching.
How do budget checks work before an order is placed?
Budget checks compare a new requisition with the remaining budget for that property and GL account before the order is approved. If the spend would exceed budget, RIOO routes it to a higher approver instead of blocking work outright, so urgent repairs still move while overspend is visible and explained. Confirmbudget check behaviour
Approval routes can follow amount thresholds, property, category or vendor. A routine supply order under a set limit might need one approval, while a capital project needs the asset manager and the controller.
How does procure to pay connect to maintenance work orders?
Procure to pay connects to maintenance because most property spend starts with a work order. When a technician needs a part or a contractor, the purchase request is raised from the work order, so the cost carries the property, unit and job reference, and the work order shows its true cost once the bill is paid.
This link also supports recoveries. When costs are coded as recoverable at the order stage, they flow into CAM reconciliation and service charge budgets without a separate re-coding exercise at year end.

Which procure-to-pay controls should you set up first?
Start with the controls that prevent the most common losses and audit findings, then add refinements once teams are comfortable. These first controls are configured in NetSuite and applied automatically to every property, so new sites inherit the same rules on day one.
- Approval limits by amount and role
- Mandatory property and GL coding on every requisition
- Three-way match for goods and service orders above a threshold
- Duplicate invoice detection on vendor, number and amount
- Vendor onboarding with tax and bank detail verification
- Segregation of duties between ordering, approving and paying

Visibility for finance
An AP dashboard shows open payables, approvals waiting, aging and exceptions. Saved searches and analytics help AP spot patterns, such as a vendor whose invoices often mismatch. Approvals can be actioned from any device, so off-site managers don't become bottlenecks.

How do teams put procure to pay into practice?
Teams put procure to pay into practice by configuring RIOO to their own policies, training each role on real scenarios and starting with one property or workflow before rolling out further. The examples below show how that typically looks, from set-up to day-to-day use, and which team owns each part of the work.

A matched invoice is only half the job. Knowing which property, unit, work order and asset it belongs to is what makes the spend reportable and recoverable.
| Spend | Approver |
|---|---|
| Under $500 | Community manager |
| $500 to $5,000 | Regional manager |
| $5,000 to $25,000 | Director of operations |
| Over $25,000 or capital | Asset manager or owner |

What goes wrong when purchasing sits outside the ledger?
When purchasing sits outside the ledger, costs appear only when an invoice arrives, so budgets look healthy until the month-end surprise. Site teams order by email or phone, invoices are keyed manually and nobody can see what has been committed but not yet billed for each property.
No commitment view
Open orders are invisible until invoiced.
Miscoded costs
Invoices land on the wrong property or GL account.
Duplicate payments
The same invoice arrives by email and post.
Slow approvals
Paper or email chains stall vendor payments and strain relationships.
Weak recoveries
Recoverable costs for CAM or service charges are hard to separate.

Who is RIOO procure to pay NOT for?
RIOO procure to pay is not designed for teams that only need a simple bill-pay app with no purchase orders. If your properties never raise orders and you pay a handful of recurring vendors, a lightweight payables tool may be enough. RIOO suits portfolios that need commitments, approvals and property-level coding inside NetSuite.
It is also not a sourcing or tendering platform. Competitive bids for large capital projects usually run in a separate process, with the awarded contract then raised as a purchase order in RIOO.
Procure to pay in practice
A roof repair at building D needs a contractor. The maintenance lead raises a PO linked to the work order. It routes to the property manager and, because it's over the threshold, to the regional director. The work is completed and receipted. The invoice arrives $400 over the PO and lands in exceptions. AP confirms an approved change, and the bill is paid in the next run and posted to building D's repairs line.
What changes
What changes when procure to pay runs on NetSuite?
When procure to pay runs on NetSuite through RIOO, operational work and accounting stop being two separate jobs. Transactions post to the general ledger as they happen, reports use the same records as daily work, and controls come from NetSuite roles and approvals. The changes below are the ones teams usually notice first.
- Fewer duplicate and unauthorized payments
- Accurate property costsand budgets.
- Faster, controlled approvals
- Audit-ready payables

Every vendor payment can be traced to what was ordered, what was received and who approved it.
Can RIOO enforce three-way matching?
Yes. RIOO can require the purchase order, the item receipt and the vendor invoice to agree on quantity and price before a bill is approved for payment. Mismatches outside your tolerance are held for review, so the property is not billed for goods or services it never received.
Are duplicate invoices caught?
Yes. Invoices that repeat a vendor, invoice number and amount already recorded are flagged before they enter approval. Accounts payable can then confirm or reject the bill, which prevents paying the same supplier twice when an invoice arrives by both email and post, a common issue across multi-site portfolios.
Can approvals happen on mobile?
Yes. Approvers can review and approve purchase orders and vendor bills from a phone or tablet, with the attached documents, budget position and coding visible before they decide. Mobile approval keeps urgent maintenance spend moving when regional managers are on site rather than at a desk.
Can payment terms differ by vendor?
Yes. Payment terms, early payment discounts and preferred payment methods are stored on each vendor record in NetSuite and applied to every bill. Finance can schedule payment runs by due date to capture discounts and avoid late fees, while still seeing the cash requirement for each property.
Can vendors submit invoices electronically?
Yes. Vendors can email invoices to a dedicated inbox or upload them, and accounts payable matches each one to its purchase order and receipt in NetSuite. Electronic capture reduces keying errors and speeds approval, and the original document stays attached to the vendor bill for audit. Confirminvoice capture options
How are recurring service contracts handled?
Recurring contracts such as cleaning, landscaping or security can be set up as blanket purchase orders with a value and a period. Each monthly bill draws down the order, so finance sees the remaining commitment and the property manager knows when the contract is close to its limit.
